ASA FEDERATION TOURRULES OF COMPETITION
These Federation Rules of Competition amend or modify certain ASA Pro/Am Rules of Competition. They take precedence and apply to all levels of ASA Federation Competition. All other ASA Pro/Am Rules of Competition will apply unless modified.GENERAL RULES: A. Only ASA Certified Clubs, with current ASA liability insurance will hold all ASA Federation Tour Qualifiers and State Championships. B. Federation State Qualifiers will consist of at least one (1) round of twenty (20) or more individual 3-D targets with individual competitors able to complete their round in one day. If the club has the facilities and targets to do so, they are encouraged to set half of the targets at unknown distances and half at known distances. There will be an additional range of five (5) targets set at known distances for the Top Gun Team Challenge unless there is a known distance element for all classes during the individual competition. C. Federation State Championships will consist of one (1) round of thirty (30) individual 3-D targets. The tournament will be conducted over a two-day period; however individual competitors will be allowed to complete their competition in one day. This is to allow the maximum number of competitors the opportunity to compete. If the host club has the facilities and targets to do so, they are encouraged to set half of the targets at unknown distances and half at known distances. There will be an additional range of ten (10) targets set at known distances for the Top Gun Team Challenge unless there is a known distance element for all classes during the individual competition. D. Rangefinder use is allowed on known distance targets, so the host club is encouraged to set two (2) ranges of targets for Qualifiers and State Championship where the known distance component is used. One range for unknown distance and one for known distance. E. During Federation Qualifier and State Championship tournaments, where the known distance component is used, all classes will compete using the Half Unknown/Half Known distance format. F. Start times may be casual with shooting groups “busted” (arranged by class or otherwise mixed) or shotgun with assigned shooting times and stakes. The host club or organization has the right and responsibility to delay or cancel a tournament in case of severe weather. In the event weather shortens the competition, results and awards will be based on a round of twenty (20) targets completed by the class or other fair means decided upon by the host organization’s tournament staff. The method of determination will be announced prior to dismissal of competitors and any grievances will be filed in the form of a protest. G. Clubs will set their own standards for appropriate clothing according to weather, terrain, and accepted club and area standards. ASA Pro/Am clothing guidelines are recommended, but not required. H. Prior to the start of competition the host organization will provide shooters with any necessary information particular to the course before they proceed to their first target. I. Slower groups must let faster groups pass them to maintain the pace of shooting. No group may hold up other groups during a tournament. ASA FEDERATION QUALIFIERS: A. All ASA certified clubs are guaranteed a minimum of one (1) Qualifier date. Clubs requesting dates for Qualifiers or the State Championship must submit their request to their respective State Representative. a. ASA State Representatives will coordinate all club date requests with the Federation Director. b. ASA State Representatives will notify clubs of approved date(s). B. Clubs requesting multiple Qualifier dates will be awarded additional dates after all other clubs’ first date requests have been awarded. C. No qualifiers will be scheduled on the same date as any other club within a 100-mile radius of each other, regardless of state. ASA FEDERATION STATE CHAMPIONSHIP: A. There will be one (1) ASA State Championship per year for each state unless approved by the Federation Director. B. Competitors must be a current member of ASA to be eligible for trophies and prizes at an ASA State Championship. C. All shooters eligible to participate in an ASA State Championship will have qualified by shooting in at least one state qualifier in that state. Life Members and State Qualifier Byes are exempt. D. Shooters that qualify for, and compete in, an ASA Federation State Championship will automatically win a berth to the ASA Championship Classic. E. ASA approved host club sites will be awarded State Championships on a rotational schedule. State Representatives will be responsible for club site approval. TARGETS: F. For ASA Qualifiers a club must use targets that have 8, 10, 12 ring scoring areas. The 12 ring may be the ASA Pro-12 Ring or a ring in the center of the 10 which is scored as 12. For ASA State Championship tournaments clubs must have targets that have at least one ASA Pro-12 Ring scoring area in the correct location inside the 10 ring. ASA Pro 14 Ring scoring rings are also recommended but are not required. QUALIFYING PROCEDURESA. The cut off for qualifying at each State Qualifier will be the greater of the top 10 shooters who have not previously qualified, or the top 50% in each class, whichever is greater. If the class has 20 or less people registered to compete, the first 10 shooters, who have not previously done so, will qualify including everyone who ties for 10th. B. In case of an odd number of shooters in a class, the number will be rounded up to determine the number of qualified shooters. C. If a shooter has previously qualified their name will be passed over and the next name in order of finish will count as qualified. D. A shooter who competes in two (2) ASA State Qualifiers, regardless of finish will qualify for that State’s Championship. E. The host club will list shooters in each class; in the order they finished, and which shooters qualified. F. During the awards ceremony for the tournament, the cut off score for qualifying will be announced for each class. The contact person must keep a qualified shooter list. A phone number for the contact person of the host club must be posted so shooters may call to determine if they qualified. G. In order to participate in the state championship, you must qualify in that state. H. Semi-pros may compete in ASA State Qualifiers and State Championships and qualify for the ASA Classic through the Federation Tour. CLASSES: ASA club, area and state representatives have the authority and responsibility to assign a registered shooter to a higher competition class based on knowledge of the competitor’s prior archery performance or experience, or the individual’s established competition level in another organization. ASA Pro/Am and Federation earnings (if known) will be considered. A. PROFESSIONAL – These classes may compete at the Federation Tournaments as guest shooters for a nominal fee at the discretion of the club. Pro competitors may not qualify for the ASA Championship Classic through the Federation Tour. B. AMATEUR – These classes are open to shooters who are not otherwise deemed “Professional” by their competition status in the ASA or other archery organization. C. YOUTH CLASSES – In the interests of safety and the well being of our youth, all competitors in the Youth and Eagle classes must be able to draw their bow under control and without undue difficulty. If in the opinion of the Range Official the competitor is having difficulty drawing the bow, the competitor shall be required to decrease the poundage to allow them to properly draw and shoot the bow regardless of arrow speed. COMPETITION COMMITTEE: The Competition Committee will consist of five (5) members consisting of the ASA Federation Representative (if present), and additional members appointed by the host club. A. Any grievance or protest must be filed in writing with the Competition Committee within one (1) hour of completion of a round, along with a $20 protest fee. B. In addition to ruling on grievances submitted by shooters, the committee will establish penalties and sanctions in keeping with the ASA Pro/Am Rules for conduct and repeat rule violations. TOP GUN TEAM CHALLENGE: The Top Gun Team competition at the State and National level will consist of both known and unknown distance competition. Top Gun Teams must qualify for and compete at their ASA State Championship to advance to the ASA Classic Championship. Every team at the Classic is in the hunt for their Regional Championship, as well as for the National Championship.
At Qualifier tournaments, when there is no Known Distance component, a 5-target known distance range must be set up for the Top Gun Team Challenge. At State Championship tournaments, when there is no Known Distance component, a 10-target known distance range must be set up for the Top Gun Team Challenge. These ranges may be used for other events, but the Top Gun participants must count the score from their first visit to this range as their Top Gun Team Challenge score. Forming a Top Gun Team: Each competition class is assigned a Class Assessment Rating (CAR) and teams are assembled based on their Class Assessment Rating Total (CART): · “CAR” - Class Assessment Rating: Each class has been assigned a CAR of 2 through 6: CAR 2: Youth Boys, Youth Girls, Women’s Hunter, Bow Novice, Traditional, Young Adult Female CAR 3: Senior Women, Super Senior, Limited, Women’s Open, Women’s Unlimited CAR 4: Young Adult Male, Senior, Open C, Hunter CAR 5: Unlimited, Open A, Open B CAR 6: Semi Pro · “CART” - Class Assessment Rating Total: 1. CART may not exceed 14 2. Only one team member may be from CAR 5 or 6. 3. No more than two team members may be from the same CAR in groups 2, 3 or 4. · “CART” Examples: 1. Unlimited (5), Senior (4), Women’s Open (3), Bow Novice (2) = CART of 14 2. Open A (5), Super Senior (3), Super Senior (3), Women’s Hunter (2) = CART of 13 3. Semi-Pro (6), Young Adult Male (4), Women’s Hunter (2), Bow Novice (2) = CART of 14
Team Registration & Substitutions: Teams must complete and submit a Top Gun Team Registration Form that will be forwarded to the ASA along with a $20.00 fee. The Top Gun Team Registration Form must be completed before competing at a State Qualifier tournament. All team members must be current ASA members in good standing, and a competitor may only be a member of one team. Team members need not reside in the state where the team is formed, but must live in the region and compete at the same State Championship Competition as the other team members. Substitutions after a team qualifies at the State Championship Competition are only allowed due to medical or family problems, and are subject to review and approval by the Top Gun Committee prior to the ASA Classic.
The Regions: The Federation is divided into five Regions based on ASA membership. The Regions are defined geographically despite the fact that states may be positioned otherwise. · North Central: Michigan, Ohio, Indiana, Illinois, Wisconsin, Minnesota, Iowa · North East: Pennsylvania, New Jersey, New York, Maine, New Hampshire, Vermont, Connecticut, Massachusetts · Eastern: Virginia, West Virginia, North Carolina, South Carolina, Tennessee, Kentucky, Maryland, Delaware · Southern: Georgia, Florida, Alabama, Mississippi, Louisiana · Western: Arkansas, Texas, Missouri, Oklahoma, all western states
State Qualifiers and Championships: At State Qualifiers and Championships that include individual known distance competition, the Top Gun team score consists of the combined individual scores of all of the team members. If known distance individual competition is not included, the Top Gun Team Challenge Competition consists of the combined score for each member’s regular unknown distance round competition, plus a round of five known distance targets at Qualifiers and ten known distance targets at State Championships. Team members may not compete as a group in either competition. Team entry fee for Qualifiers is $20.00 and for State Championships is $40.00, along with each team member registering and paying to shoot in their individual class. Payback at State Qualifiers and Championships is 50% cash payback to top 20% of the field. The winning team from each State Championship receives plaques that are awarded at the Classic.
National & Regional Championships at the Classic: Competition at the Classic consists of the combined team score for each member’s full twenty target unknown round on Saturday, plus a ten target round of known distance targets. All team members compete at 8:00 AM Saturday on ten known distance targets, and then on their regularly assigned range for their Classic individual class competition. The team with the highest over-all score is crowned the National Champion, and the team from each region with the highest total score is crowned Regional Champion. The total of 12-rings and 14-rings is used to break ties in total score for the Regional or National Championship. Should a tie not be broken by the total of 12-rings and 14-rings, the one-arrow closest to the center of the 12-ring tie-breaker procedure will be used.
Classic Tournament Fees and Awards: The team entry fee for the Classic is $40.00, along with each team member registering and paying to shoot in their individual class. The National Championship team receives 50% of the team entry fees, and each of the four Regional Champion teams receives 10% of the team entry fees. All members of the four Regional Champions receive belt buckles. Each member of the National Championship Team receives a Top Gun Team Champion trophy, National Champion belt buckle and jacket.
STATE FEDERATION SHOOTER OF THE YEAR: A. Each ASA state may conduct a Shooter of the Year program if they conduct a minimum of six (6) qualifiers. B. Competitors must compete in at least 3 of the scheduled qualifiers to be eligible for SOY awards. C. The program must include all amateur classes recognized by the ASA. Classes must average at least 3 paying competitors per Qualifier to participate. D. The ASA will provide Shooter of the Year plaques at the State Championship. E. Points for Shooter of the Year are awarded using the following formula: 50 points for tournament participation 1 point for each competitor you beat 5 points for 1st place, 3 points for 2nd place 1 point for 3rd place
Example: Competitor places 3rd in a 15 person class: 50 (participate) + 1 (3rd place) + 12 (number shooter beat) = 63 Competitor places 2nd in a 5 person class: 50 (participate) + 3 (2nd place) + 3 (number shooters beat) = 56 Competitor places 1st in a 10 person class: 50 (participate) + 5 (1st place) + 9 (number shooters beat) = 64
ASA CLASS YARDAGE & SPEED LIMITS:
ASA RANGE SAFETY GUIDELINES 1. Any ASA certified club/shop having a range must inspect their range for safety according to these guidelines. 2. If there is any doubt that a range complies with these guidelines, the club secretary/shop manager should contact their ASA Representative and arrange for a range inspection. After the inspection the ASA Representative will provide a report to the Club Secretary listing any problems that need correcting. 3. The ASA Representative will be reimbursed by the club or shop for travel costs and a fair amount to compensate the inspector for his/her time to inspect the range. 4. All clubs hosting ASA Qualifiers and State Championships must have ranges which comply with these guidelines. 5. All participants must sign a waiver/Release From Liability form the first time they visit the range. 6. Course Layout Requirements: · All target butts used for sight-in must be stable or braced so they won’t fall over on shooters · All shooters must have a clear view of the full scoring area (8-ring) of the target · Paths and shooting lanes should be cleared of debris and stumps to prevent tripping · Clearly mark all shooting positions · The range must have appropriate restroom facilities available
7. Safety Requirements: · Have a clearly visible evacuation policy posted at the beginning of the course · No paths leaving targets may go directly behind the target · Range paths and trail directions must be clearly marked for the shooters · Dangerous areas such as bees’ nests, swampy ground, steep hills, etc. should be clearly marked or eliminated · Don’t set targets, practice or competition, where roads, trails or buildings behind the target can be hit by misses or glance offs · Don’t set targets where misses will leave the range property and endanger other people or property · Never set targets so that shooters are in the path of misfires, misses or deflections · Never set targets so that arrows will cross flight paths · There should be a minimum of 10-20 yards between shooting lanes depending on terrain · Don’t set targets on top of hills or ridges where a miss becomes a flight arrow · Have all competitors and spectators complete and sign a “Release from Liability Form” |
